Congressional Hispanic Caucus Highlights Key Resources for Noncitizen Servicemembers and Veterans
WASHINGTON, D.C. — Today, the Congressional Hispanic Caucus (CHC), the House Committee on Veterans’ Affairs, and the House Committee on Homeland Security lauded the launch of a new online resource hub for military servicemembers and veterans seeking naturalization and assistance with deportation cases. The CHC strongly supports the Immigrant Military Members and Veterans Initiative (IMMVI) through Department of Homeland Security (DHS), the Department of Veterans’ Affairs (VA), and the Department of Defense (DOD) to ensure a timely rollout of IMMVI’s resource hub to support noncitizen servicemembers, veterans, and their families.
“The Congressional Hispanic Caucus (CHC) applauds the Immigrant Military Members and Veterans Initiative’s (IMMVI) new portal and resource hub for military servicemembers and veterans seeking naturalization and assistance with deportation cases,” said Chair Dr. Ruiz. “No matter the status of their citizenship, those who have sacrificed for our country, paid for their actions, and who do not pose a threat to our communities, do not deserve to be discarded. The CHC has long battled unjust deportations and recently called for this important initiative to be expediated. We are glad to see the Biden Administration’s strong commitment to helping our heroes in uniform who have served and scarified for our nation get the respect and support to stay in our country.”
“I applaud the Department of Homeland Security and the Department of Veterans Affairs for creating the Immigration Military Members and Veterans Initiative resource hub, a central resource where noncitizen servicemembers and veterans can obtain information and assistance on issues related to immigration,” shared Chairman of the House Committee on Veterans Affairs Rep. Mark Takano (CA-41). “Far too many of our nation’s heroes have been deported from the country they risked their lives to protect and defend – this is cruel, immoral, and simply unacceptable. This interagency portal is a great first step in providing assistance to veterans that have already been removed or others working through deportation proceedings today. I am extremely thankful that the Biden-Harris Administration is taking proactive measures to support the brave men and women in uniform who call our great nation home.”
“Our veterans, regardless of their citizenship status or where they were born, deserve access to benefits they earned while defending our nation. “It is our obligation to provide continuing support to all of our veterans – including those veterans who have been deported,” said CHC 1st Vice Chair, Rep. Nanette Barragán (CA-44). “The immigrant men and women who have served our country with honor, should receive the same benefits as other veterans and the opportunity and resources to become naturalized citizens. I applaud the Biden Administration for making the Immigrant Military Members and Veterans Initiative resource hub a priority and providing our immigrant veterans the benefits they’ve earned.”

It is also incredibly important to assist those who have served our country and were unjustly deported. “I commend the Immigrant Military Members and Veterans Initiative on their efforts to ensure that our nation’s veterans, regardless of immigration status, can access the benefits and resources they have earned and deserve,” said Senator Alex Padilla (D-CA). “I look forward to working closely with the Biden administration to further advance this cause through my bill, the Veteran Deportation Prevention and Reform Act, which would improve the pathway to citizenship for eligible military service members and their families and grant deported veterans an opportunity to return home to the United States.”

“For too long, immigrant veterans have proudly served and received the short end of the stick because of our broken immigration system,” said Rep. Raúl M. Grijalva (AZ-03). “This new resource portal is a critical step to ensure that those deported veterans receive the benefits they are owed for the service they committed to our country. I’m proud to support this initiative and will continue to seek justice for those veterans that were deported and continue to call for their expedited return home.”
“The launch of the Immigrant Military Members and Veterans Initiative (IMMVI) is a long overdue step in the right direction towards keeping our promise to those who have fought for our country. I applaud President Biden for taking it. As a veteran and a member of the Congressional Hispanic Caucus, I came to Congress to advocate for the veterans that have sacrificed so much for our country, and this new initiative aligns with the years of work that I have done to ensure that immigrant servicemembers, their families, and Gold Star families are able to safely live in the country they sacrificed for and fought to protect. BACKGROUND
On July 2, 2021, DHS and VA announced the IMMVI initiative to support noncitizen servicemembers, veterans, and their families. The initiative involves a robust interagency coordination effort in addition to creating a resource center to assist service members and their immediate family with issues related to immigration; working to remove barriers to naturalization for eligible individuals; and reviewing removal policies and practices to avoid future unjust removals of current and former service members and immediate family of service members.
As part of this effort, VA is working to identify deported veterans to ensure they can obtain VA benefits to which they may be entitled through the program.

WASHINGTON, D.C. — Hoy, el Caucus Hispano del Congreso (CHC), el Comité de Asuntos de Veteranos de la Cámara de Representantes y el Comité de Seguridad Nacional de la Cámara de Representantes exaltaron el lanzamiento de un nuevo centro de recursos en línea para miembros del servicio militar y veteranos que buscan la naturalización y asistencia con casos de deportación. El CHC apoya firmemente la Iniciativa de Miembros Militares y Veteranos Inmigrantes (IMMVI) del Departamento de Seguridad Nacional (DHS, por sus siglas en inglés), el Departamento de Asuntos del Veterano (VA, por sus siglas en inglés) y el Departamento de Defensa (DOD, por sus siglas en inglés), y ha estado en estrecha comunicación con estas agencias para una implementación oportuna del centro de recursos de IMMVI para apoyar a los miembros del servicio militar y los veteranos que no son ciudadanos, y sus familias.
“El CHC celebra el nuevo centro de recursos en línea de IMMVI para militares y veteranos buscando la naturalización y asistencia con casos de deportación”, dijo el presidente del caucus, el Dr. Raul Ruiz. “No importa el estatus de su ciudadanía, aquellos que se han sacrificado por nuestro país con sus acciones, y que no representan un peligro a nuestras comunidades, no merecen ser descartados. El CHC ha batallado por mucho tiempo la deportación injusta, y recientemente pidió que esta iniciativa fuese acelerada. Nos complace el compromiso de la administración de Biden con ayudar a que nuestros héroes en uniforme, quienes han servido y se han sacrificado por nuestra nación, reciban el respeto y la ayuda necesaria para permanecer en nuestro país”.
“Aplaudo al Departamento de Seguridad Nacional y al Departamento de Asuntos del Veterano por crear el centro de recursos de la IMMVI, una fuente centralizada de información, donde los miembros del servicio militar y los veteranos que no son ciudadanos pueden obtener información y asistencia sobre temas relacionados con la inmigración”, mencionó el presidente Comité de Asuntos de los Veteranos de la Cámara de Representantes, el representante Mark Takano (CA-41). “Demasiados héroes de nuestra nación han sido deportados del país por el cual arriesgaron sus vidas para protegerlo y defenderlo. Esto es cruel, inmoral y simplemente inaceptable. Este portal entre agencias es un excelente primer paso para brindar asistencia a los veteranos que ya han sido removidos u otras personas que se encuentran hoy navegando entre los procedimientos de deportación. Estoy extremadamente agradecido de que la administración de Biden y Harris esté tomando medidas proactivas para apoyar a los valientes hombres y mujeres uniformados que llaman hogar a nuestra gran nación”.
“Nuestros veteranos, independientemente de su estatus de ciudadanía o de dónde nacieron, merecen tener acceso a los beneficios que obtuvieron mientras defendían a nuestra nación. Aplaudo el lanzamiento del centro de recursos de la IMMVI para ayudar a los veteranos deportados con asistencia en el proceso de inmigración, beneficios de VA y servicios legales. También, agradezco a la administración de Biden por su compromiso continuo con nuestros veteranos y sus familias”, dijo el presidente del Comité de Seguridad Nacional de la Cámara de Representantes, Bennie G. Thompson (MI-02).
“Es nuestra obligación brindar apoyo continuo a todos nuestros veteranos, incluyendo a los veteranos que han sido deportados”, compartió la primera vicepresidenta de CHC, la representante Nanette Barragán. “Los hombres y mujeres inmigrantes, que han servido a nuestro país con honor, deben recibir los mismos beneficios que otros veteranos y la oportunidad y los recursos para convertirse en ciudadanos naturalizados. Aplaudo a la administración de Biden por hacer del centro de recursos de la IMMVI una prioridad y brindarles a nuestros veteranos inmigrantes los beneficios que se han ganado”.
“Es alentador ver que el Departamento de Asuntos del Veterano toma medidas activas para ayudar a los miembros del servicio militar y a los veteranos a transitar el proceso de naturalización. También, es increíblemente importante ayudar a quienes han servido a nuestro país y fueron deportados injustamente. Estoy orgulloso de trabajar con CHC y la administración de Biden para garantizar que nuestro país trate a todos los miembros de las fuerzas armadas con el respeto y la dignidad que merecen”, expresó el representante Darren Soto (FL-09), rector parlamentario (Whip) del CHC.
“Felicito a la IMMVI por sus esfuerzos para garantizar que los veteranos de nuestra nación, independientemente de su estatus migratorio, puedan acceder a los beneficios y recursos que se han ganado y merecen”, añadió el senador Alex Padilla (D-CA). “Espero trabajar en estrecha colaboración con la administración de Biden para promover, aún más, esta causa a través de mi proyecto de ley Ley de Reforma y Prevención de la Deportación de Veteranos, que mejoraría el camino hacia la ciudadanía para los miembros del servicio militar elegibles y sus familias y otorgaría a los veteranos deportados la oportunidad de regresar a los Estados Unidos”.
“Me uno a mis colegas del CHC en aplaudir los esfuerzos del VA para brindar a los veteranos deportados recursos para navegar el proceso de la naturalización y obtener beneficios y servicios legales”, expresó el representante Juan Vargas (CA-51). “Los veteranos deportados respondieron al llamado de servir a nuestra nación; y, honro los sacrificios que los veteranos han hecho. Sigo comprometido a trabajar con mis colegas para garantizar que todos los miembros del servicio, independientemente de su estado migratorio, reciban el apoyo que merecen”.
“Durante demasiado tiempo, los veteranos inmigrantes han servido con orgullo y han recibido el extremo corto del palo debido a nuestro sistema de inmigración que no funciona”, dijo el representante Raúl M. Grijalva (AZ-03). “Este nuevo portal de recursos es un paso fundamental para garantizar que los veteranos deportados reciban los beneficios que se les deben por el servicio que prestaron a nuestro país. Me enorgullece apoyar esta iniciativa y continuaré buscando justicia para aquellos veteranos que fueron deportados, pidiendo su pronto regreso a casa”.
“El lanzamiento de la IMMVI es un paso más que esperado en la dirección correcta para cumplir nuestra promesa a quienes han luchado por nuestro país. Aplaudo al presidente Biden por tomarla. Como veterano y miembro del CHC, vine al Congreso para abogar por los veteranos que han sacrificado tanto por nuestro país, y esta nueva iniciativa se alinea con los años de trabajo que he realizado para asegurar que los militares inmigrantes, sus familias, y las familias Gold Star puedan vivir con seguridad en el país por el que se sacrificaron y lucharon para proteger. Espero trabajar con la administración para continuar con este buen trabajo”, puntualizó el representante Ruben Gallego (AZ-07).
TRASFONDO
El 2 de julio de 2021, DHS y VA anunciaron la iniciativa IMMVI para apoyar a los miembros del servicio, los veteranos y sus familiares que no son ciudadanos. La iniciativa implica un sólido esfuerzo de coordinación entre agencias, además de crear un centro de recursos para ayudar a los miembros del servicio y su familia inmediata con problemas relacionados a la inmigración; trabajar para eliminar las barreras a la naturalización para las personas elegibles; y revisar las políticas y prácticas de remoción para evitar futuras deportaciones injustas de los miembros, actuales y anteriores, del servicio militar y sus familias cercanas.
Como parte de este esfuerzo, VA está trabajando para identificar a los veteranos deportados y garantizar que puedan obtener los beneficios de VA a los que pueden tener derecho a través del programa.
