CHC Chair Espaillat Conducts Oversight Visit at Delaney Hall Immigration Detention Center Amid Hunger Strike
Washington, D.C. — Congressional Hispanic Caucus (CHC) Chair Rep. Adriano Espaillat (NY-13) on Wednesday gained access to Delaney Hall, an immigration detention facility in Newark, NJ.
Espaillat's oversight visit came a day after Immigration and Customs Enforcement (ICE) agents pepper sprayed advocates outside the facility. New Jersey Sen. Andy Kim (D), there to conduct oversight of the facility, was among those injured by the irritant gases.
In the last 72 hours, Reps. Rob Menendez (NJ-08), Nellie Pou (NJ-09) and Analilia Mejía (NJ-11) -- all CHC members -- as well as Rep. LaMonica McIver (NJ-10) and New Jersey Gov. Mikie Sherrill have also visited the facility.
"Horrible conditions. First of all they're on a hunger strike -- an active hunger strike -- and they're under intimidation and retaliation. The food is bad and medical services are horrible, it's overcrowded," said Espaillat following his visit.
Espaillat was joined in his remarks by Gabriela Soto, the U.S. citizen wife of Martin Soto, a Delaney Hall detainee who is suffering retaliation after protesting for better medical care within the facility.
Chairman Espaillat gained access thanks to a court order compelling ICE officials to allow unsupervised congressional oversight visits wherever immigration detainees are held.
Yet Gov. Sherrill was denied access to the facility, where approximately 300 detainees are staging a hunger strike to protest the deplorable conditions.
As part of a broader effort to increase oversight and improve conditions in immigration detention facilities nationwide, Espaillat will soon introduce the Governors' Right To Inspect Act, closing the glaring hole in federal immigration law that prevents governors from inspecting facilities within their own jurisdictions.
Meanwhile, the CHC will continue its oversight of facilities throughout the country and its direct support for detainees suffering in Delaney Hall.
"We are supportive of the people in the hunger strike and we will continue to fight to shut this place down," said Espaillat.

Washington, D.C. — El presidente del Caucus Hispano del Congreso (CHC), el representante Adriano Espaillat (NY-13), obtuvo acceso el miércoles al centro de detención migratoria Delaney Hall en Newark, Nueva Jersey.
La visita de supervisión de Espaillat se produjo un día después de que agentes de Immigration and Customs Enforcement (ICE por sus siglas en inglés) rociaran con gas pimienta a activistas frente a la instalación. El senador de Nueva Jersey Andy Kim (D), quien se encontraba allí para realizar una visita de supervisión, estuvo entre los afectados por los gases irritantes.

"Condiciones horribles. En primer lugar, están en huelga de hambre — una huelga de hambre activa — y están bajo intimidación y represalias. La comida es mala y los servicios médicos son horribles, está superpoblado", dijo Espaillat tras su visita.
Espaillat estuvo acompañado en sus declaraciones por Gabriela Soto, esposa ciudadana estadounidense de Martín Soto, un detenido en Delaney Hall que sufre represalias por haber protestado por una mejor atención médica dentro de la instalación.
El presidente Espaillat obtuvo acceso gracias a una orden judicial que obliga a los funcionarios de ICE a permitir visitas de supervisión congressional sin escolta en todos los lugares donde se encuentren detenidos inmigrantes.
Sin embargo, a la gobernadora Sherrill se le negó el acceso a la instalación, donde aproximadamente 300 detenidos llevan a cabo una huelga de hambre para protestar por las condiciones deplorables.
Como parte de un esfuerzo más amplio para aumentar la supervisión y mejorar las condiciones en los centros de detención migratoria a nivel nacional, Espaillat presentará próximamente la Governors' Right To Inspect Act, que cerraría la flagrante laguna en la ley federal de inmigración que impide a los gobernadores inspeccionar instalaciones dentro de sus propias jurisdicciones.
