CHC Chair Adriano Espaillat Red Lines on DHS Funding: Judicial Warrants and No Facemasks
Washington, D.C. – Congressional Hispanic Caucus Chair Adriano Espaillat (NY-13) released the following statement regarding ongoing DHS funding negotiations:
“Republicans once again failed to meet the moment by sending a half-baked counter-offer on DHS funding – mocking the legislative branch's key role in funding and providing oversight of the executive.
Instead, White House officials surreptitiously leaked to various news outlets that the use of administrative warrants to enter private property is a ‘red line.’ They leaked that keeping federal agents masked was a red line.
The White House wants masked agents to break into private homes without a warrant. That's why they won't put a name on their sad excuse for a counter offer.
I'll put my name on this: Judicial warrants and unmasked agents are a red line. They are a non-negotiable, they are a hill to die on.
This is about preserving the 4th amendment of the United States Constitution. I encourage my colleagues – Democratic or Republican – to remember their oath to protect and defend the Constitution against all enemies foreign and domestic.
The administration's thirst for unchecked power is a threat to us all, non-citizens and citizens alike.
Judicial warrants and transparent law enforcement practices are fundamental to the rule of law. Administration officials know it, we know it, and the American people know it.”

El Presidente del CHC Adriano Espaillat establece líneas rojas en negociación del presupuesto de DHS: Órdenes judiciales y fuera máscaras
Washington, D.C. – El Presidente del Caucus Hispano del Congreso, Adriano Espaillat (NY-13), emitió el siguiente comunicado respecto las negociaciones sobre el presupuesto del Departamento de Seguridad Interior (DHS por sus siglas en inglés):
“Los republicanos una vez más se quedaron cortos al enviar una contrapropuesta débil para el presupuesto de DHS -- haciendo una burla del rol esencial del poder legislativo para financiar y supervisar al ejecutivo.
En vez, oficiales de la Casa Blanca filtraron a hurtadillas a varios medios que mantener órdenes administrativas para entrar en propiedad privada es una 'línea roja.' Filtraron que mantener a los agentes federales enmascarados es una línea roja.
La Casa Blanca quiere ver agentes enmascarados irrumpiendo en domicilios privados sin orden judicial. Por eso no le pusieron nombre a su patética contrapropuesta.
Yo sí le pongo mi nombre: Las ordenes judiciales obligatorias y quitar las máscaras de los agentes son líneas rojas. No son negociables, son causas para defender a capa y espada.
El asunto es preservar la cuarta enmienda a la Constitución de los Estados Unidos. Hago un llamado a mis colegas -- tanto demócratas como republicanos -- a recordar su juramento para proteger y defender a la Constitución contra todo enemigo tanto foráneo como interno.
La insaciable sed de poder de esta administración es una amenaza para todos, ciudadanos o no.
Las órdenes judiciales y las prácticas policiales transparentes son fundamentales para el estado de derecho. Lo saben los miembros de la administración, lo sabemos nosotros, y lo sabe el pueblo americano."
